v10 dodge 4x4 exhaust ?

Q: emergency brake used daily on a standard shift. cold here in ny. brake is still on when released. looks like 2 cables in the rear attached to one main cable. could it be the cable is frozen id bet on that... water getting into the inside of the cable and then freezing. try using a heat gun or hair dryer to warm the offending cables. bryan .
