sticky brakes grab hard

Q: i have 3 older dodge trucks all have come down with sticky brake pedals .. the pedal becomes vary hard to press down with no rebound... i have to pull the pedal up buy hand or my tail lights stay on... when i apply the brakes they want to lock up!! and stay locked untel i pull the pedal back up. .. . . .. is this the brake booster is this a vacume leak.. maybe in the manafold or the boster is ths a big problem with dodge trucks it is stange how all 3 trucks have developed the same problem. .. pease help!! the trucks are all half ton pickups ranging from 1975 to 1981 problem started after each vehicle was stored in a damp atmospher last winter . .. could it be some kind of vacume blockage from crorosion or carbon build up thank you .
