gas consumption re transmission programming - 03 Ram Quad Cab 4.7l auto

Q: posting for a friend so i may not have all the info.... 2003 ram quad cab seems to be outside of the gas consumption range. dealer re-programmed transmission to make shifts at the appropriate times however gas consumption is still high. the theory goes that the vehicle is staying in lower gears too long on around town driving resulting in 23l / 100km not sure of what mpg that is..... perhaps around 10mpg. any thoughts... thanks in advance .

around-town fuel consumption is most strongly related to two weight factors; the weight of the vehicle and the weight of the drivers foot. transmission tweaking wont fix either one. .
