Windshield washer problem

Q: hello all i am having a little trouble with my 98 dakota. when i try to use the windshield washer the pump works but the washer fluid doesnt make it to the windshield. it squirts out of some sort of inline valve before it gets to the nozzles. in fact one time i pumped so much washer fluid that it actually leaked into the cab. what is the problem and more importantly how do i fix it it looks like i have to pull the wipers to get to the hose and to do that looks like i will have to use a puller. i would appreciate any advice/insight that you gentlemen/ladies can offer before i tear into this. thank you in advance dale simpson .
