Radiator overflow tank bubbling??

whats causing this alignment problem and how do i fix it one of the adjacent pulleys is mis-aligned - its sitting in too far. i believe the two adjacent pulleys are the water pump and power steering pulleys. more than likely its the power steering pulley since i believe this is the upstream pulley from the crank. has anyone ever done any work on the steering system .

can someone help me understand how to properly read a set of ac guages for 134a each guage has a temp scale on the inside radius of the dial. how do i use this in relation to the outside air ambient temp do you install enough freon so that the high pressure guage temp scale matches the outside air temp any help would be appreciated! .
