OBD-2 for 1999 Dodge RAM 1500 Van?

Q: hi i want to connect via obd-2 to my 1999 dodge ram 1500 van but i find an odd connector pinout. im sure i have the right connector 16 pin female right under the steering wheel. but it only has leads on pin 13-711 and 16 but not on 28910 or 12-15. that means i cant match it up with any of the three standards. does anyone here know the secret dont doge trucks have obd-2 interfaces thanks -gunther ps if you know of an inexpensive source for the interface kit id be grateful to know. i do know that the elm323 chip costs just $17 and the rest of the components shouldnt be more than that and i dont need windoze software for it. .

not on 28910 or 12-15. that means i cant match it up with any of the three standards. does anyone here know the secret dont doge trucks have obd-2 interfaces cant help you out much on the pinouts but from 98 on up dodge trucks and vans are indeed obd-2 compliant. they use the iso protocol. .
