Gas Gauge jumps

Q: the gas gauge needle on my 96 dakota jumps all over the scale. what is the most likely cause of this malfunction. some times it will settle down and read correctly for several minutes and then is starts fluctuating again. can the sender in that gas tank be accessed via a re moveable panel in the floor of the bed oldtimer .
