Can't turn overdrive off, can't downshift from 4 to 3

Q: i was wondering if any of you might know what is wrong with my transmission. i have a 1993 dodge dakota with 3.9l engine. my overdrive switch doesnt seem to work. it wont light up and i cant lock out the overdrive. i also notice when it is in overdrive and i want to accelerate to pass someone it will not downshift to 3rd. here are the diagnostic codes that are flashed by the check engine light 12 memory loss i read that that code displays if batter power was lost 45 governor pressure solenoid circuit 55 end of test looking in my 1993 dodge dakota service manual under a problem diagnosis chart it appears that a faulty circuit can be the cause of the problem. i really dont know exactly what the governor does but it appears to control stuff in the transmission. also the overdrive switch is part of the circuit for controlling the overdrive. so im thinking a circuit problem may be the cause of my problems. what do you guys think if it is a circuit problem i wonder how difficult it would be to find and fix thanks clint .
