a very good question and i sure wish i had a better answer. as i see it since the u.s. is a republic the states have considerable autonomy. one of the things this allows is the right to choose how voting is done. here in utah i was given considerable concern to see the infamous punch-thru ballots but then i noticed the volunteers were carefully explaining to everyone how to properly punch them and get clean holes no pregnant or hanging chads. seniors with arthritis were given a tip to place the awl position and use both hands to push down. what i miss are the old voting machines they had in the 60s . . .throw a big lever to the right and it closed the curtain flip any or all levers on each political party line you desired or flip a larger lever to vote straight ticket then throw the first lever back to the left to record your vote on mechanical counters clear your inputs and finally open the curtain. that was how i voted for the first time in 1968. the disadvantage was you had to fill out a paper ballot for any write in candidates. hope this helps ron. -- budd i see it as different state same idiocy. which brings me to my question why does the us hold a federal election that is not federally run ie each state has different rules when voting federally in canada we use the same ballot and method all the way across the country so the decision is always clear. ron .
