89 Dodge 1500 Not Starting

Q: my neighbor has a 1989 dodge 1500 automatic that wont start. it wont crank grind nothing. he replaced the started and that did nothing. i tested the voltage at the ignition switch. it has power accessory ignition and get the 12v while cranking to start. we followed the starter wire from the ignition switch through the firewayy to a matal housed relay along the drivers side fender well. we replaced this relay with no results oh it also has a new battery in it. any ideas on what could be making this thing not even crank thanks! .

the tirgger wire to the relay does work however the relay does not trip at all when cranking. does anyone happen to know the pin-out for this relay a typical automotive relay has the following terminals should be labelled on the underside of the relay itself 85 - ground 86 - coil trigger wire 30 - common high-amperage +12v source 87 - no normally open - gets coupled to terminal 30 when coil is energized 87a - nc normally closed - just the opposite of terminal 87. its always coupled to terminal 30 except when the coil is energized. some relays lack this terminal the ignition switch should energize terminal #86. you should be able to read constant voltage from terminal #30. if not suspect either bad wiring or a bad fuse. to bypass the relay remove it turn the ignition switch to on and jumper terminal 30 to terminal 87. if everything else is good the starter should engage. if that works you either have a bad relay or a bad ground from the relay socket on terminal #85. .
