88 slant six dodge pickup with white goo in the carb

Q: as the subject reads i have a 1988 dodge pickup with a 2-barrel carb on a slant six. it ran fine until a short time ago when it started running rough and hesitating. eventually it died and would not restart. i replaced most all the ignition system and still had no luck. gas in the carb started it so i removed carb and rebuilt it. it was then that i found white goo in the float chamber. truck ran fine after reinstalling carb for about 10 minutes. then same problem again. removed the carb and found more white goo. cleaned out the carb replaced the fuel filter and reinstalled everything again. ran fine again for about 10 minutes then stopped. removed carborator and again more white goo. i suspect that someone has put sugar in the tank but have no experience in this. does this sound right no sure what the better solution is. any input would be appreciated. poorgeorge .
