5.9L hesitation, runs rough when cold, off/on clears the problem

Q: 1998 dodge ram 1500 5.9l 94000 miles lately about twice a week when i start off in the morning my truck runs rough it hesitates surges pops through the carb. no power. shutting off the engine and restarting clears the problem. ive bought it in to my mechanic twice and he indicates that no codes were recorded. any ideas .

when they retire they continue to draw the same pay until they die. except it may increase from time to time for cost of living adjustments.. snip .
