2001 Dakota, 2wd, 4whl abs-ABS motor is buzzing, won't shut down without pulling fuse

Q: 2001 dakota 2wd 4whl abs-abs motor is buzzing seems like the motor is turning but like something isnt engaging or disengaging wont shut down without pulling fuse. seems like it has a bad ground.....any ideas help please .
