2000 Dakota 4.7L pwr steering pressure

Q: i have just replaced my blown out power steering pressure hose for the second time in about 4 months. i have searched the factory service manual for adjusting/repairing the pressure by-pass or relief .. the manual shows nothing about a by-pass valve or pressure relief valve. advice would be appreciated that would get the system to keep from blowing hoses. is the by-pass in the pump or the rack and pinion is there something that can be adjusted to reduce the by-pass setting thanks .
