02 Ram 3500 cummins high output low power

Q: hay has anyone else had problems with power out put when they have the 02 under load mine seems doggy when pulling a 5th wheel 8k lbs and have to down shift on small hills to maintain speeds that this enging should go up in 6th without a problem tks .
